Network Tuner -- what does this mean?

I have a DMA2100 connected over the wireless N network via a Netgear WNDR3300 dual-band router. As you can see by the chart below, I have a fairly sustained high-quality connection. I have no problem watching HD content streaming over the network, no lags and manually commercial skipping (as well as auto-skipping) is instantaneous. I can also watch live HD programming without issue.

I'm trying to figure out why the network appears to have regular signal dropouts.  I guess I'm not really complaining since the performace seems to be there, but if there is something else going on, I'd like to correct it.

Any ideas why this could be happening?
