One tuner works just fine. No issues at all.

Two tuners gets a "No TV Signal" message.

Shows picture when recording starts.  But second tuner gives error recommending restart of MCE or reboot of computer.  Sometimes Channels become confused when switching around.  Selecting CBS (1061)shows video from NBC (1081).  Apparently there is some sort of problem finding the correct channels.

Have tried different USB controllers - one a PCI card. The other on the Motherboard. Same problem.

MCE TV Signal Setup recognizes two tuners and sets up succesfully with 100% signal strength on all channels.

Any suggestions would be greatly appreciated.

Try putting a powered USB hub between the tuners and the PC.  It sounds like you may have a power problem.  Once the 2nd starts tuning, it draws too much power and neither tuner has enough power to pull in the stations.

If the TV cards are USB2 (likely), make sure that you use a USB2 powered hub.
