Vista Media Center only has content-level controls; however, Vista itself has extensive parental control options that allow you to set the hours of the day specific user accounts are allowed to use the computer, use the internet, game rating levels they are allowed to play, etc. You should look into that.
Vista also has the ability to record "activity logs" telling you what your kids were doing when. If the parental controls don't work out for you then perhaps a "we know what you are doing when" threat along with directions to not use the computer/watch TV after a certain hour would be enough?
If you are using Windows XP then perhaps there are 3rd-party options. I don't know about this.
